Bixby Joins Capitol

Gregory Bixby, former CIO for Republic Bancorp (Owosso, Mich.), was appointed CIO of Capitol Bancorp (Lansing, Mich.). He replaces David Dutton, who is retiring.

Davis Named WVB CIO

Harold Davis Jr. was named EVP and CIO of Waterford Village Bank (Clarence, N.Y.). Previously, Davis was CIO at a Buffalo-area savings bank.

ING Infrastructure Head

ING U.S. Financial Services (Hartford) named Dave Schoenholz head of infrastructure services, responsible for the technology infrastructure across ING Insurance Americas. Schoenholz most recently was global leader of infrastructure operations for General Electric's infrastructure shared-service organization.

Ghiglieri to Chair ICBA

James P. Ghiglieri Jr., president of Alpha Community Bank (Toluca, Ill.), was elected chairman of the Independent Community Bankers of America. Ghiglieri also is chairman of ICBA's Strategic Planning Committee and serves on the board of ICBA Securities.

Husk to Head FRS

Enterprise risk and compliance solutions provider FRS (Brussels and London) named former executive chairman Steven Husk as CEO.
