** New Barclays COO

Barclays Bank (London) appointed Heather Campbell -- formerly a VP at Toronto-based telecom company Rogers Communication -- to the newly created position of COO of the firm's chief information office.

** Strupp to Depart BAFT

Cory N. Strupp, deputy executive director and general counsel of the Bankers' Association for Finance and Trade (Washington, D.C.), an affiliate of the American Bankers Association, will retire at the end of the year.

** Kelley Joins JPMorgan

JPMorgan Worldwide Securities Services (New York) hired Mark Kelley to lead JPMorgan Fund Services. Kelley previously was managing director and regional business head of Citigroup's (New York) Securities and Fund Services Europe, Middle East and Africa division.

** New NBPCA Vice Chair

The Network Branded Prepaid Card Association (New York) appointed TSYS Prepaid (New York) VP and compliance officer Cherie D. Hamblin as vice chair of its government relations working group.

** Wincor Nixdorf U.S. CEO

Brad Waugh was named U.S. CEO at Wincor Nixdorf (Austin, Texas), responsible for the performance of the firm's U.S. operations in retail, banking and service.
